Hazrat Thanvi (RA) says:

Teachers should not consider it necessary to teach the entire Arabic curriculum to every student. Whomever they see an aptitude in and find to possess a sound understanding, they should teach them all the books. And for those who do not have an aptitude or sound understanding, they should teach them the necessary rulings (masail) according to their need and tell them to go engage in worldly occupations, trade, and crafts. Because not every person is capable of becoming a leader (muqtada); some are also incompetent. Making such individuals graduates (Farigh-at-Tahseel) and placing them as leaders is a breach of trust (khiyanat). A fixed limit should be set for such people beyond which they should not be taught, and that limit should be sufficient for knowing the essential matters of religion. (Ta'meem al-Ta'leem, Al-Tableeq - p. 212 - p. 161 - Vol. 21)
